Solar Project- You may have read the recent articles in the Graham Leader about the decisions of the district regarding a proposed solar project (Texas Tax Code Chapter 313 Value Limitation) within the boundaries of Graham ISD. The consideration of this project began in August 2022 and was communicated via our monthly Board Agendas, Board Briefs, and Board Minutes as well as being reported in the Graham Leader. Information regarding the Chapter 313 Value Limitation program can be located on the Texas Comptroller of Public Accounts website. The Comptroller's Office did not complete the required process to approve all of the timely filed applications by the December 31, 2022 deadline. At this time, it will take action of the Texas Legislature to authorize the Comptroller’s Office to complete this statutory requirement.
Several have asked me about the financial implications for the school district for a potential project such as this. The district uses the Moak Casey firm to provide financial analysis for these projects. Here is a copy of the financial summary document containing the estimated financial impact for Graham ISD for this potential project. Per the conditionally approved agreement, the project would provide an estimated $8,250,608.00 in extra funds without any loss of regular state M&O revenue. Additionally, the project would be a full value for I&S taxes.
PLEASE NOTE- Regardless of the Chapter 313 agreement, the company could decide to move forward with constructing the solar project. The implications for the district would be increased local values resulting in an increase in local tax funding and a corresponding reduction in state funding; full value for the I&S taxes, and the loss of the extra funds of $8,250,608.00.

1950’s “Old School Story”, with current day point:
"A young couple moved into a new house. The next morning while they were eating breakfast, the young woman saw her neighbor hanging the washing outside.
"That laundry is not very clean; she doesn’t know how to wash correctly. Perhaps she needs better soap powder.
Her husband looked on, remaining silent.
Every time her neighbor hung her washing out to dry, the young woman made the same comments.
A week later, the woman was surprised to see a nice clean wash on the line and said to her husband, "Look, she’s finally learned how to wash correctly. I wonder who taught her this?"
The husband replied, "I got up early this morning and cleaned our windows."
And so, it is with life… What we see when watching others depends on the clarity of the window through which we look. So don’t be too quick to judge others, especially if your perspective of life is clouded by anger, jealousy, negativity, or unfulfilled desires.
